Software to make tables in HTML

This is not a traditional project ! It takes a little imagination. The goal is to fill out an image ! As this can not be done, we put the html table on top of the image ! This way clients can write on the image to make a new document on the Internet. The project should be done in 3 steps. See attached png files. --- Not for beginners !!
