Slow email receiving time

Hello, We have an issue with email receiving time. For example if we send a email from another domain it takes so much time to receive to our server inbox. That happens I think we put SPAM rules. We put strict SPAM rules coz we where getting so many unwanted emails. If anyone one can speed up the email receiving ability and at the same time STOP SPAM should apply for this job.
