Setup employee monitoring on Windows Virtual Machine

We Multiple Virtual Machines (Windows) for our employees.
We need an administrator who can set up multiple things on those machines :
- Find an free/cheap Monitoring Solution
--- Anti Theft
--- Desktop Control / Work Control or Time Control
- Set up a Free/Cheap Anti Virus software

And We have build up an VPN for our Servers, but it's not finished and maybe setup wrong.
So we need someone who can do :
1. Administrate OpenVPN Server
--- Add/Remove VPN Keys (openVPN Server)
--- Verify our existing Setup
2. Configure OpenVPN so that the Windows VMs can only be accessed from the VPN
