Setup VPN server for android tv devices

Hi, I have several tv box devices running android 11. I need a VPN I can use to reach a management web service they are running and works only on a local network. Split tunneling must be configured so all traffic goes outside the VPN except for the internal VPN traffic (I Would connect my computer to the VPN to access the management web service). Freelancer must provide configuration of the vpn server and instructions on how to connect each device (assistance with the first connection). I need to conenct 50 devices. VPS would be provided according to the freelancer requirements.
