Setup HAProxy Proxy Server on Debian VPS

I'm looking for a professional to set up an HAProxy proxy server on my Debian VPS.

Task:
1. Create HAProxy proxy server with 29 HTTP(S) IP addresses using Haproxy that can be used as standard HTTP/HTTPS proxies in a browser or other client software to access various websites.
2. Write a step-by-step guide on how I can set it up myself if I need to do it again. I use linux, but I don't understand routing, so the guide can be short, not really for dummies.

Given:
A VPS with Debian 12 and SSH access
29 external IP addresses linked to this server

The key requirements for this project include:
- Each external IP address must be bound to its respective proxy and should never change.
- Proxy traffic only at the network and transport layers (L3, L4), i.e., using TCP.
- Avoid SSL/TLS termination (if possible) to ensure maximum performance.
- The remote server that the client connects to through these proxies should only see the proxy IP, not the client's IP. In other words, the external IP that the client is connected through.
- Haproxy should be configured to run as a bacground service and maintain functionality after system reboots.
- Set up IP-based authorization for proxy connections.
