Setting VPC with Hetzner via Terraform and public access to clusters via load balancer

Hi there, i want to create a vpc via terraform that expose clusters on a private network (rancher, vault, argo etc), than i would like to N cluster with magento installation that has public access through internet. and a ssh access to a pod. Need help resolving this infrastructure and understanging everything. The candidate must solve this problem using iaas and make everything works.
