Set up desktops for software development in c# and QT

Need to set up 2 desktops in Linux with easy UI for the purpose of development of c# and QT applications. It would be good if you could teach our IT team member to do the same, for future references.

Set-up of any opensource IDE for c# and installation of QT basics should be included.

Prefered - Ubuntu, Zorin, Mint.
