Sends all incoming network traffic back to the sender

I'm using Linux Ubuntu I need a Python3 program that can only send network traffic, but sends all incoming network traffic back to the sender. This code should run 24/7. So my server should only be a sender, but not a receiver. I mean all the network traffic. Please make an offer if you can write this code.
