SQUID Proxy rotation

I'm looking for assistance setting up a SQUID proxy rotation system with private IPs, using an authentication system for users. The type of proxy I need is HTTP. Security is always a priority, so any advice on how to best secure the system would also be appreciated. I'm looking for someone who is knowledgeable, efficient and meets deadlines.
