Rotate my IP using 3proxy & 4g dongles on a Raspberry Pi via cronjob

We have multiple dongles plugged into a raspberry pi which each have a mobile data simcard inside. We have set it up using 3proxy so we can connect to each simcard using proxies, and use the simcards IP.
My current solution for rotating the IP of each dongle is not working and I need a better solution.
I would like to be able to set cron jobs for each dongle to rotate the IP at specific times, individually, for example rotate just dongle 3 and not all of the dongles.
An example, if you are using mobile data on your phone switching flight mode on and off will give you a new IP, i need to do this to each of my dongles. This should be both on demand by entering a command into the terminal, or automatically via a cronjob. It is also important that the solution is scalable for many dongles, and the IP should rotate as quickly as possible (some solutions take too long resulting in downtime).
