Review of our website to improve Reliability - Security and Response time back end and front end

For the last four to five years our Magento based website has been plagued with too numerous system outages happening for a variety of reasons ranging from Redis Memory overload, Database related error, permissions issues, etc. ....
Some of the issues have been fixed using cron jobs. For example flushing Redis cache on a dayly basis.
Over the years as we have upgraded the Magento Version we have noticed that we have had to increase the RAM.
We have moved our website from various Hosting services (IWEB, OVH, HostPapa and Finally to Scala). We have the impression that there might have been some shortcomings in the initial implementation of the Magento platform to run our website, and then from that moment on the “faulty” Magento based website was copied from hosting server to the next. Our other impression is that the magento platform might also produce “garbage data” which might cause the inflation in memory requirements.
Scope of the Review
The objective of the audit is to determine if the Magento software is properly installed, configured (databases / permissions) with the proper memory allocations.
Is there a production of “garbage data” ? If yes how can it be dealt with? Can we prevent the creation of garbage ? Can it be deleted on a daily basis to prevent the accumulation.
Can we settle the problem of “Permissions” once and for all ?
Security issues, is the system’s security up to par, is there traces of intrusion ? How to protect in the future ?
Is the system’s response time (backoffice and frontend ) within benchmarks expected figures?
Among elements to resolve the instability of our Magento/Website installation we could consider to create custom cron jobs which would automatically manage permissions in case they change for any reason as also other cron jobs that would manage each task on Magento that requires to be repeated, even program scripts to check things if they are as expected and to notify us in case they are not.
We are looking for someone with extensive knowledge and experience of Hosting Systems (Scala Hosting Apache servers) and extensive knowledge and experience of the Magento environment (including third party modules and extensions) to perform the audit, present findings and propose measures and recommendations to fix the problems found.
