Repair my VPS Linux serveur

I have a VPS serveur using Ubuntu 20.04. I installed Apache 2.0 and PostgreSQL. The last is not working despite 'sudo apt update'. I beleive I have a DNS problem. I DO NOT have a back up for my database data. I am looking someone knowledgeable with Linux to identify the problem for me, ideally without to reinstall PostgreSQL
