Reduce Latency on Livestream server running on ffmpeg

PROJECT SPECIFICATION:

I am running two ubuntu servers that have ffmpeg that is running on them as transcoders / encoders and livestreaming services. The services run fine but have an issue of latency when the user live streams. I need someone who will help configure the existing ffmpeg setup and help reduce the present latency being experience to something within the 5-7secs time limit.

The present project is running off rtmp protocol.

If you are selected to run this project, you will have or gain remote access to the server via anydesk by connecting to the terminal and will state all the information that will be needed beforehand before the project is handed over to you.

The idea is to help configure these servers to give a latency of 5-7secs at the most.

I am not willing to pay more than the maximum stated as $250 for this.
