Reduce An EBS Root Volume Size on AWS

I presently have an EBS root volume on an ec2 t3 small instance on my aws account that was increased to 5TB. I need someone who has experience in reducing root volumes on Linux machines (Ubuntu to be precise). The job to be done is simply reduce the root volume from its present 5TG to 250GB with the new 250GB root volume having to contain all the files that the existing 5TB has.
