Programatically Toggle USB Charging On/Off Raspberry Pi 4

Functional Reqs -------
(1) Method to turn charging on or off for Raspberry Pi 4 USB-A ports (not the USB-C main power port)
(2) USB-A ports must always allow data sharing, with or without power.
Non Functional Reqs ------
(3) Method must be written in Python
(4) Method must be well-encapsulated (supporting files, like libraries and BASH, are acceptable.)
(5) Thoroughly #Commented code, explaining solution and any necessary setup steps
(6) MILESTONE 1: $100, for successful testing on my project equipment. Raspberry Pi 4 swapping data with, but not powering, an Android via USB-A. Freelancer is encouraged to dial in for testing via AnyDesk.
(7) MILESTONE 2: $100, for successful testing on or before 11PM Eastern Standard Time, i.e. seven hours from this posting.
