On-Premises Spam Filtering VM

Current we are using SpamExpert
problem is that it has blocked some of the IPs from Hotmail - now users cannot received emails from hotmail so we want to switch to a different spam blocker / email security solution.
We want you to suggest a service and create a vm for that so that we can host that VM in our premises.
It can be a paid solution but we don't want to pay for on per user basis.
we have multiple domains and around 1000 email users.
