Plex Synology NAS 218+ Server Set-Up

I have a Synology NAS 218+ with Plex Premium installed and Emby to install if necessary.
Is there a possibility on these servers to capture direct video links from Telegram channels without having to download them to the server?
Is it important that the script configures the metadata of films and TV shows?
I understand that it is not a conventional method, both Plex and Emby read media from local folders.
Obviously the servers must be reachable remotely
The contents of the libraries must not be downloaded to the local server but reachable remotely through Telegram channels
The Plex server will automatically update the new contents of the channels
It will be your responsibility to install all the necessary components on my NAS server and on the Plex and Emby servers.
I install Plex Premium while you install Emby server, obviously the two servers must be reachable remotely.

I will provide you with the necessary telegram channels where you will collect the videos that will have the library function of the two servers, while it will be your job to install the bot on my nas server.
I will provide you with remote access via username and password on my nas server
I will be available via anydesk to complete the project and help you if you need it
