Need a simple & secure Ubuntu Server startup program or simple text menu, which ubuntu should auto boot to

I need someone to help me make Ubuntu server startup program to auto boot and go to the simple text-based menu screen that should show the current IP address of the Internal network card similar to how pfsense has (see attached image file) and the menu with few of the menu options shown in an attached image file. We need options 0, 2, 3, 5, 7, 9, 11, and two more new options. New option 1. start Intel_gpu_top which is similar to htop and new option 2. restart our launch service using systemctl. Our unit is running a simple web application on an ubuntu server 20x on Intel based MiniPC.
It has to be very secure, and user should not be able to do anything else or break out of that menu or while it's booting into the menu.
option 2 must use netplan, as netplan is used for network configuration
option 3 is reset the password for web login and for now you can just put into INI file and a JSON file.
option 9 says pfTop but we will use hTop which is already installed on the unit
option 11 is to restart web site running which is just restarting "systemctl restart control server"
New option 1 that is not listed on attached image: is like Htop but it's "intel_gpu-top"
New option 2 that is not listed on that image: Restart Launch service which is "systemctl restart launch"
Please make it on your system local and then we once you are ready, we can give you remote access to our Ubuntu unit via windows teamviewer or Anydesk to install and test.
