NGINX + FPM optimization for high traffic site

I have a website with a high traffic that runs a cluster with thee Nginx + socket.io servers and another cluster with two Nginx + PHP fastcgi. Servers run with Ubuntu.
The problem we experience is that sometimes a php takes too long to load even though cpu and memory usage is under 20%, at all times, so it's not a resource issue but a configuration one.
I can provide you with all configuration files you might request us so you can look at them and determine what changes and optimizations tweaks we should realize. We can also setup a video call so can give you remote access to the terminal so you inspect in real time along with me.
I also use Dynatrace to monitor servers so you could have also access to it for a better inspection.
I am looking for highly NGINX/PHPFASTCGI/LINUX expert only as I need a definite and quick resolution.
