Make rules for routing traffic between virtual networks on a single Linux server

Want to create routing rules to divide traffic from a single physical interface between multiple virtual networks (by source address or other criteria) effectively load balancing between the internal networks.
Our work is on a single server. Once we work out the details, we'll duplicate the work on other servers as we deploy them.
While you have good general networking experience, we specifically need someone who knows Linux routing with iproute2.
