Linux bandwitdh shaper

Hi,
I have Centos 7 server. I need to have some shaper solution (based on TC, HTB or similar) to:
1. rate transfer in/out per IP so for example client will connect with 3 FTP sessions from 1 IP so I will shape all these 3 sessions per his IP
2. rate transfer per IP session, so client will connect on 3 sessions and every session will be shaped individually to e.g. 5/5 Mb/s
I can pay 50..70$.
