Linux Server (AlmaLinux 9) - Just create a new file in a directory, thats it

I have already installed MySQL v5.5 on the AlmaLinux server.
I was going to install Plesk on the server. But it gave bellow notification during installation and stopped the installation process as it is asking for the database server root access. i dont know how to create new file. Can you help me with this ? My budget is $3 for this task.
