Linux SVN NEW USER creation and SVN files checkout AND Jira /confluence restart

I want to retrieve the SVN repository where files have been upload and download the files to my local computer and also create new users with the ability to downloads the files. I have the root creditentials for loggin into the linux server. The user here is that I have forgotten the user name and the passwords I used to loggin on via Tortose SVN.
Skill with SVN installation and management on Linux is required.
On the Same server we have Jira and Confluence Installed. From time to time we use to have the issue that Jira and Confluence are not available. The admin use to restart them and make them available again throught this procees. They are not available again. The issue have to be fixed again
