Linux Plex Server for Personal Media

I'm seeking an expert to set up my new Linux-based Plex Server. Its primary function is to stream my personal collection of photos and home videos.

- Expertise in Linux: The server will be running on a Linux operating system.
- Plex Server Proficiency: Familiarity with Plex Server is crucial.
- Media Organization Skills: Ability to organize media for easy access and smooth streaming.

The media is already working with Synology Plex Server. I copied the media to a server provider named Hetzner. On the server Debian is running, the media is present. I installed Plex in a Docker container and directly on Debian, but I always get the same result:
"You do not have access to this server."
Firewall seems OK.
I tested with 127.0.0.1 ,local IP and ssh tunnel. No go.
Tried several forum posts in the internet. No luck.

Who knows what the problem might be?
