Linux Developer Needed

I would like to hire someone that has the ability and confidence to create a MP4 (4K compatible in the future) playback system using Linux or another non-Windows OS.
I have an advertising screen business that displays vertical MP4 files fullscreen in a playlist. I am currently using Windows 10 pc's, Windows Media Player for playback, and chrome remote desktop for remote upload/download.
I will need someone to create a program that self-starts, is remote capable for upload/download, and will do continuous playback of multiple MP4 files. I would also like you to provide guidelines/instructions on the operation & installation of the software necessary to complete this mission.
