PI B 3+ LAN IP Monitor - real time monitoring (ping up to 128 devices in LAN by ip and if not responde- do some action) based on ESP32

Need a device based on Raspberry pi 3 b+ that can ping about 128 devices in LAN by IP and if some device stop responding- send email or sms or other else action - need to can select exact what will be done. The list of ip that need to ping- must be stored in iplist.txt file on sd card and need to can upload/edit/download/delete it
