Internet quotas check and connection disable automatically

Our systems work on debian 10 ,
we have a Link aggregation solution, combining several lines in parallel.
our target is to create script to disable the line when it reaches the quota volume fixed.
1) the script when run, must be automatically working even if we reboot the device or even if all the connections are down.
2)when we run the script , it should ask several questions and take all variable to run .
-How many Internet lines are connected to the Bonder/Router ? for example if it is 5 lines, then it is eth1, eth2,eth3,eth4,eth5 used
-what is the quota volume for each line in GB , example: eth1= 250GB, eth2=Y, eth3,= UNLIMITED
In case the quota volume is UNLIMITED, no quota counter check has to be activated for this line
-what is the client email address where we should send the ALERTS?
-at which rate % of the lines quota consumption should we send an ALERT EMAIL , example at 50%, 80%,95% and 100%
-when the line reach the qota , it has to be disable
- in case the client ask to upgrade the quota, we must have a way to upgrade the qota per line and enable again the line,. example: eth1=250 GB ...the client reach 250GB ...the line is disable, the client call us to upgrade to 450,GB, we should find a way using your script to upgrade the line eth1 to anew volume 450GB and reactivate the line and begin recounting from scrach.
-when we run the script and entered the parameters ...it should continu working EVEN IF WE REBOOT ...
so the variable must be saved before any reboot.
do not hesitate to ameliorate the ideas we asked for and proposed something better.
we estimate as a Project manager , and having 15 years experience in Linux and Networking, that the script may take maximum 4 hours of work.
