Install a Linux based TVHeadend server with QSV iGPU accelerated HEVC/h265 transcoding

Me and family members want to watch our cable TV when not at home, using mobile 4G internet connection.
For this i have a HomerunHD tuner, a 10th gen core i7 Intel NUC with iGPU, currently installed Ubuntu 20.04LTS and TVHeadend 4.3.0 (build 202012292042)

Although this setup works fine with pass profiles, it eats too much data on my 4G connection.
The iGPU should be able to transcode into HEVC greatly reducing the bitrate without loosing too much image quality.
My Linux and TVHeadend knowledge is insufficient to get this working.

I would like to hire an expert for remote installing a new TVHeadend setup (+OS when needed) that will using the HW accelerated iGPU ( QSV ) for HEVC transcoding while maintaining the source resolution and framerate.
Using the iGPU/QSV is mandatory as my CPU is not powerful enough for 3+ streams. (CPU is also needed for other sevices.)

This should be an easy task for the ones who understand how to proper install the GPU drivers and FFMpeg libraries.

At this moment Ubuntu 20.04LTS is installed. But it can be wiped for a new installation with distro of your choice, as long as its able to utilize the build-in GPU encoder.

This is a non-commercial job. Willing to pay up to €30, more if you propose nice addons.
