HTML Interface, with Python 3 app in background

Looking for someone to develop a Python 3 / HTML two thread app for me. It'll run on a Raspberry 4 or 5. I'll do the Apache Server configuration... and such. You'll write the python app & Index.html. I'm attaching a PDF description of exactly what I'm looking for.

You'll need this hardware for debugging:
Serial Port adapter (to read / verify the Raspberry Pi RS232 output).
SPI ADC.
