Google VPS Cloud Administrator Required

I have a Google VPS Cloud administrator to help me manage my VPS with Google. Everything is working now but I want to make a downgrade with my account and also add 2 ip#. Im using cPanel (paid license) and ideally you will be experienced with this so that you can assure me that the both are operating.
