FvwmTabs improvement and bug fixes.

I’m running FVWM3 on Linux and use the Perl-based FvwmTabs module. To make the workflow better, I need three improvements:
• Fix FvwmTabs ability to preserve its state (ie. remember the windows it has swallowed as tabs) b/w fvwm restarts. To create the temporary file specified in the FvwmTabs file (line 188).
stateFile => $ENV{FVWM_USERDIR} . '/.fvwmtabs.state',
• Click-to-focus tabs: switch the current focusFollowsMouse behaviour to an explicit click-to-focus model.
• Externalised configuration: move the options defined between lines 165–201 (starting with `my $configTracker = $fvwm->track('ModuleConfig', ...`) into a separate, editable file while preserving full functionality.
• Fix menu options: make tab options tags in the menu workable and save them in the new configuration file.

1. Patched FvwmTabs script ready for FVWM3 on Linux.
FvwmTabs file and menu option screenshot is uploaded to project file system.
If you have experience hacking FVWM modules in Perl, this should be a straightforward job. Make it done cleanly so future updates stay maintainable.
