Freeradius Expert Required with detailed knowledge

We have a radius system that we use to authenticate users. Now we want to add few things in freeradius to cater our requirements, we are looking for a expert who have good knowledge with freeradius and help us to complete the requirement successfully. We use custom GUI to manage freeradius authentication. The candidate need to complete the freeradius part..our developer will make UI in order to use from a web panel.
The required task are as follows...
2) PPPOE Quota user should get less bandwidth after X amount of data usage (FuP)
3) Expired IP Pool PPPoE user should get a expired IP pool when their limit/time/quota expired. expired pool will have very slow bandwidth.
4) Bandwidth allocation by time different bandwidth profile based on time for both PPPoE and Hotpsot users
5) Login Time for PPPoE & Hotpsot user can login only on set time. Say 12Pm to 5pm. No login allowed outside the set time
