Freeradius Customization (Version 3)

We have been using a custom made radius system for quite a while for both hotspot and pppoe. now we want to add some features in the current system. An expert should be able to do it quickly. The applicant should do it on our live server via anydesk/teamviewer. The task also need to be explained to our system admin so that if something goes wrong we can at least know what to do. We use mikrotik as a NAS.
1) When pppoe user expired the user should be authenticated and receive a different ip from a pool. We want to redirect the user to a page.
2) Bandwidth change on set time. we dont want to use queue in mikrotik to that. we want it to be done via freeradius. peak-off peak packages (night burst bandwidth-without disconnecting the user) dynamic bandwidth scheduling Need to explain it fully the workings in freeradius
3) FUP for both pppoe and Hotpsot user (after using certain limit speed should be reduced)
4) Time based login for PPPOE & Hotspot users.
5) Radius Load balance (Master-master) (master-slave) without proxy. we want to do it via freeradius configuration.
Please do not apply if you haven't done these task before. Expert with laravel experience is a plus.
