Fix connection error with server and restoring cpanel account

I want to transfer websites from server a to server b.
I have root access to both servers.
When I try to connect from one server to the other using the transfer tool, I get the error below
(XID zb9n2s) The system stopped waiting to connect to “45.10.154.252” on port “22” after 15 seconds. Failed to establish session and parse security token: 599 Internal Exception (Could not connect to '45.10.154.252:2087': Connection timed out ) at /usr/local/cpanel/3rdparty/perl/536/cpanel-lib/cPanel/PublicAPI.pm line 526.
Also when trying to restore a cpanel file, it shows a red bar below the upload file section and doesn't proceed with the restoration.
