FTP server connection

I need help connecting an FTP server to a Windows operating system. I'm looking to connect to a VPS/Dedicated server, so I will need expertise with this type of server. I do not have any specific security protocols in mind, but I will need someone to configure the connection securely. As such, the right freelancer for this project must be knowledgeable in regards to connecting an FTP server to a Windows operating system and setting up proper security protocols.
