Error on my Plesk VPS: Failed to execute SQL query on panel database: Can not connect to the Plesk database.

Hello,
Have this issue on my server.
Cause: Failed to execute SQL query on panel database: Can not connect to the Plesk database. Please, check database server is running.
Can't acces to Plesk and can't access to one for my website https://bebasket.digitalwebtunisia.com/
And can't access to Plesk.
https://217.69.9.101:8443/
All others websites are working well.
I restart the VPS and nothing happen.
Can you fix it using SSH ?
Tell me your price and time to fix it.
It's a very urgent work.
