Enable RPLIDAR A3 on a raspberry pi 4 with ubuntu 20.4 installed

I have a working hardware with Raspi 4 and ROS Kinetics installed. Because of the need of Python3 for the whole project I want to change to ROS Foxy.
Ubuntu 20.4 and Foxy are already installed. Also the needed library for RPLIDAR A3 is installed on the system. When I start the node, for some reason the collected lidar data's are empty. When I run the Lidar with the old setup everything works correct. It looks like something got wrong during installation.
