EXPERT Ubuntu Server Network IP Configuration

I'm in need of an Ubuntu EXPERT to diagnose and fix issues with my Server's network IP configuration. Please see attachments.
1. Find out why server times out and ip changes when it reconnects. Fix the problem.
2. Assign correct read/write permission to 2 cpanels so file uploads show no errors.
3. Allocate hard disk space to cpanels.
4. Using WP SMTP plugin. Shows delivery errors.
