Developing a Customized OS for Rasberry Pi

We need a customized OS for Rasberry Pi, preferably using Linux that will directly launch on Power on, receive data from various electronic diagnostic modules and forward it to our cloud for calculation and analysis. We need an efficient UI for data entry via the touchscreen, the initial UI has been already designed but would probably needneed certain . The work duration is short and would be milestone based. NDA mandatory.
