Customised linux based email Server

I am looking for Devloper who can create Customised email server on linux based OS. who should have clear understanding on licensing part including legal aspects & Legal Hold.
Email Server should support below features.
IMAP, POP3, ActiveSync, Antispam support.
Email Mail Store or Email Database-
1) Email database should have dedup feature support for example if two user sending same document twice then only single copy should be stored on database.
Archival : Email Server should suppport email archival features.
Email Access - on Web & Mobile and Desktop clients.
Security :- 1) Email server should support latest Security protocal like TLS / SSL.
2) Email Server should support MFA - Multifactor Auth. Like Password + OTP.
user management :
1)On email server should have control panel where admin can manage user administration.
2)Email Server can support multi domain & multi tenancy support.
