Create a squid script for proxy company

I need someone who is very experienced with squid and API development. I have a server that has IPs attached to it and I need someone who can create a squid script that can distribute the IPs in a ip:port:user:pass form. I want to sell these proxies so the passwords have to be generated every month. I also need this in an API so I can attach it to my website and automatically distribute them as they sell. I have a sample script which I can give and then we adjust and add all the features I want from there.
