Cant access Plesk admin panel or ssh due ERR_CONNECTION_REFUSED

Hi,
Purchesed Plesk admin panel along with VPS and i configured my site etc . everything was working fine till an hr ago when i was not able to access the plesk admin panel or ssh due ERR_CONNECTION_REFUSED and on SHH i get this error : ssh: connect to host *ip* port 22: Connection refused
I dont know how to solve this when i cant access the files?
anyone can help
Note : I used Cloudflare for DNS
