Buildroot packages for RTKLIB

for this project we need to make the package to build (cross compile on ARM) the last RTKLIB on buildroot. For this project we use a LEGACY version of buildroot (Buildroot 2016.11).
we need the options to select what program in the "rtklib" copile, for exempale str2str, rtkconv etc)
