Building a new Apachie2 webserver on Ubuntu Server 22

I need a hand to get a new webserver up and running and have active links to the Joomla TEST Websites so my Joomla consultants can take over and finish their work.
Project points:
- Install latest Ubuntu Server 22 on Hyper-V
- install and configure:
- firewall
- Apachie2
- PHP latest
- MySQL
- Joomla base install to test the system.
NOTE.....Very Important: one of my biggest issues is getting ubuntu server to have a static ip on Hyper-V. nothing seems to work to get internet access via STATIC IP......DHCP works fine.... so we need to get this piece of the puzzle working first, then continue installing the LAMP
