Build me a openvpn billing and management panel with freeradius support

I am looking for someone to build an OpenVPN billing and management platform with the following features:

- PayPal and Crypto billing
- freeRADIUS support, for the auth server (admin only)
- Client Login and Registration System (client)
- Change user's vpn username and password [Must link to freeRADIUS] (Client)
- Area to see traffic of each server (Admin)
- Multiple OpenVPN server support (Admin)
- Purchase Area (Client)
- Area to change pricing and/or descriptions (Admin)
- Download VPN Config Area (Client)
- Neat Design
