Build me a Raspberry Pi 4 Wirepas Gateway

This is a daily simple project but it may expand later to a bigger involvement.
We are looking for experienced person to build us a Raspberry Pi 4 with large memory of 4GB or more.

Must be flashed with Wirepas gateway

Must have the latest Raspberry operating system installed and with complete graphical interface.
Internet Connection via ethernet Cable, fallback to Wifi, fallback to LTE SIM card.
Must have onboard GPS/GNSS and payload packets must include this location.
Configuration to be very robust, so that all functions are unable to fail and Pi boots direct to operating status. Must have VNC installed for remote access.
Must be directly addressable for remote access over internet via SSH and VNC

Once this is operational, then extra functions to look at Wirepas packets coming across the gateway, so that we can create a 'developer' version of the same product. https://pypi.org/project/wirepas-mqtt-library/
