Birt install

I have Oracle Linux installed on an Oracle cloud server. I do not have a GUI but I do have tomcat and birt-viewer installed and is working. http://orcloud.exspeedite.net:8080/birt-viewer/ because there is no GUI I do need to be able to change and develop the reports and then upload them to my server which is on a windows based environment. I need help in the installation and the setup to create a connection between both so I could upload or change the reports if necessary to the Oracle cloud
