Azure VMSS Terraform for Custom IPs

I'm looking for an expert in Terraform and Azure who can set up a Virtual Machine Scale Set (VMSS) with specific desired IP addresses starting with either 10.2 or 10.3. The VMs should be running on Linux and configured with standard security groups.
