Automation in azure to destroy all resources post conformation which are created out of terraform -- 2

Run book which executes ,

->Login to subscription
->Query resources and check the resources created manually and not by terrrafrom by checking tag!= terrafrom on resources
->Send mail to admin team with list of resources with their cost incurred .
--> Post manual conformation remove the resources

Prefer doing it with github action workflow
