Assign Fixed Local IP's To Devices Connecting to a server via PPTP-VPN -- 2

I have a server in which a PPTP-VPN has been installed.
In this server I have a certain application that I use. I connect each device to this application buy identifying it with the local IP that has been assigned by the VPN client.
I seek to cure the issue of all devices always reassigning themselves the smallest IP available.
This an exanple of the Ip's reflected on one device:
Local IP: 10.100.0.101
Remote IP: 10.100.0.1
In this case, if the device that has a vpn tunnel assigned via IP: 10.100.0.100 is switched off, this device will assign itself to this IP. This results in loss of functionslity between the special purpose application on the server and the device.
I need to be able to use an IP that is assigned by the vpn client permamnently. - Maybe assign several IP ranges in the pptp-vpn client and have only one device connecetd to that range. OR any best option available.
